Leadership Team
- Tattu Mambetalieva is a Kyrgyzstani legal expert and digital policy advocate, serving as the Director of the Civil Initiative on Internet Policy (CIIP). She has been instrumental in drafting Kyrgyzstan’s Digital Code, a comprehensive legal framework aimed at regulating data and digital infrastructure while safeguarding citizens’ digital rights.
- Mambetalieva is a strong proponent of digital sustainability and cybersecurity. She has called for the establishment of an independent data protection agency and a national center for digital resilience. Additionally, she advocates for moving beyond biometric identification methods, citing concerns over data security and privacy.
- Her work extends to promoting digital transformation in Kyrgyzstan’s judicial system, including initiatives that enable remote participation in legal proceedings. - Baikulova has been instrumental in developing Kyrgyzstan's digital services tax framework. In a 2023 expert meeting organized by IWPR Central Asia, she discussed the country's legislative efforts to implement a digital services tax. Drawing inspiration from European models like those in France and the UK, Kyrgyzstan introduced a 2% tax on revenues from digital services, with an initial reduced rate of 0.1% for the first three years. This new tax is designed to replace three existing taxes, aiming to simplify the taxation framework for digital services.
- In addition to her role at CIIP, Baikulova serves as Deputy Director at the National Legal Corporation, where she continues to influence digital policy and legal reforms in Kyrgyzstan. - Alla Klimenko is the founder and CEO of Mad Devs, a Kyrgyzstani software development company with a global client base. Born in Bishkek, she studied computer engineering at Ala-Too International University. In 2016, she co-founded Mad Devs, building on her experience with the Namba platform, which evolved from online TV to ride-sharing and food delivery services.
- Under Klimenko's leadership, Mad Devs has grown into a remote-first company with over 150 professionals, offering services such as UI/UX design, backend and mobile development, and infrastructure engineering. The company has developed its own project management tool, Enji, to enhance transparency and efficiency in remote work.
- Klimenko is also an advocate for gender diversity in tech. She has initiated girls-only internships to encourage women to pursue careers in IT, addressing societal barriers that often discourage them.
